In October 2011,  (with little or no public attention) Obama mandates by executive order that SECURITY INVESTIGATIONS  be implemented when indicators of “Insider Threat Behaviour” are reported by any US Government  co-workers. 

This mandates that over 5 million Federal Government employees spy on their co-workers (5 million workers).
